The Department of Homeland Security (DHS) is preparing to release a solicitation for a detention and transportation services contract valued at over $100 million to support the U.S. Immigration and Customs Enforcement’s (ICE) immigration enforcement arm in San Diego, California.
The acquisition is structured as a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) multiple-award contract and is set aside specifically for small businesses. Work is anticipated to run through January 14, 2031.
Scope of Work
The selected contractor will be responsible for providing comprehensive security and logistics support to ICE Enforcement and Removal Operations (ERO) for detainees within the San Diego Field Office’s area of responsibility. Key requirements of the contract include:
- Detention Officer Services: Providing both armed and unarmed detention officers. These personnel will be accountable for the security, control, and well-being of detainees, as well as the protection of their personal possessions during all phases of transportation and guarding.
 - Transportation Operations: The contractor will be required to operate government-owned vehicles (GOV) provided by ICE/ERO. Additionally, the contractor must provide and maintain its own contractor-owned vehicles (COV), which include buses, vans, sedans, and sport utility vehicles, to securely transport detainees to designated locations as directed by ICE officials.
 - Staffing and Schedule: The awarded company must maintain a 24-hour, seven-days-a-week, year-round operation utilizing trained, uniformed detention officers to support all custody and transportation needs across the San Diego area.
 
According to the DHS Acquisition Planning Forecast System, the solicitation is expected to be released on December 2, with an anticipated contract award in the second quarter of fiscal year 2026. This San Diego requirement follows a similar ICE solicitation forecast issued earlier for the San Francisco Field Office, which also covers detainee custody, transportation, and escort services and is valued at approximately $100 million.
