The Defense Information Systems Agency (DISA) issued a draft Request for Proposals (RFP) for the Capacity Services Communications III (CSC III) contract, seeking industry feedback on the massive infrastructure procurement effort. This initiative, often referred to as DISA CSC III, establishes a crucial indefinite delivery/indefinite quantity (ID/IQ) contract to obtain reliable, responsive, and cost-effective communication services essential for the agency and other approved locations.
The agency’s primary goal is to secure a dynamically scalable communications capability, utilizing an “on-demand” approach for equipment and services that readily adjust to both increases and decreases in communications requirements.
Modernizing Communications Infrastructure
The contract scope is comprehensive, covering the provision of hardware, operating software, storage solutions, network management tools, and automation tools. The technical services delivered under this contract must guarantee that DISA can meet stringent requirements for security, availability, scalability, and modernization of its communications infrastructure. The agency requires capacity services deployed on a utility, or “as-used,” basis, ensuring flexibility and cost efficiency across its vast network.
Contract Structure and Requirements
The contract outlines a substantial potential duration, anticipating an ordering period of up to ten years, structured as a five-year base period followed by five, one-year renewal options. The procurement model is expected to be a firm-fixed-price contract. Furthermore, all solutions provided must meet high-availability standards, with some requirements demanding up to 99.999% availability.
To perform the work, contractors must possess a final Secret Facility Clearance from the Defense Counterintelligence and Security Agency and deploy U.S. citizens for all personnel assigned to the contract. The third iteration of the Capacity Services Communications program, the DISA CSC III effort replaces prior contracts, the first two of which Knight Point Systems secured in 2011 and 2018.
