The General Services Administration (GSA) is significantly expanding its premier professional services contract, the One Acquisition Solution for Integrated Services Plus, or OASIS Plus, by launching its highly anticipated Phase II. This expansion delivers on a key government priority to streamline and consolidate federal procurement, providing agencies with a total solutions vehicle for their increasingly complex and evolving service requirements. Through this strategic move, GSA actively increased the total number of available service domains from eight to 13.
New Domains Drive Acquisition Consolidation
This expansion ensures the program’s compliance with mandates like Executive Order 14240 on procurement consolidation, which directs agencies to eliminate waste and save taxpayer dollars by streamlining buying efforts.
After conducting extensive market research—including crucial stakeholder engagement, a formal Request for Information (RFI), and in-depth spend analysis—GSA successfully identified critical service areas that represent a substantial portion of previously unmanaged government spending across the federal landscape.
The five new domains vastly broaden the scope of the OASIS Plus program, giving industry partners a wider opportunity to compete for work and offer comprehensive, cross-functional solutions. The newly introduced domains are:

- Financial Services
- Human Capital
- Marketing and Public Relations
- Social Services
These critical additions complement the eight existing domains, which cover essential areas such as Management and Advisory, Technical and Engineering, Research and Development, and Logistics, solidifying OASIS+ as a true best-in-class vehicle.
Opportunity for Industry Partners
The structure of the OASIS+ contract family—which includes six separate indefinite-delivery/indefinite-quantity (IDIQ) contracts covering Unrestricted, Total Small Business, and various set-asides (8(a), WOSB, HUBZone, and SDVOSB)—remains intact and continuously open. This ensures that qualified industry partners have multiple pathways to compete.
GSA currently plans to open solicitations for proposal submissions for these new Phase II domains around January 12, 2026, marking a pivotal moment for contractors seeking entry into this essential governmentwide acquisition vehicle.
