The Defense Information Systems Agency (DISA) moves forward with plans to significantly enhance the Department of Defense’s (DoD Full Content Inspection) capabilities through a sole-source contract award to By Light Professional IT Services.
This strategic initiative ensures the military network can detect and neutralize malicious cyber activity in real time, strengthening the DoD’s global defensive cyber operations mission. DISA selects By Light to establish itself as the exclusive provider of a critical managed service designed to fortify the security posture of the Department of Defense.
Strengthening Real-Time Cyber Capabilities
This essential service centers on deploying, operating, and sustaining a state-of-the-art Full Content Inspection (FCI) platform. The agency utilizes proprietary Trinity Cyber (TC):Edge commercial off-the-shelf software to power the solution. This managed service model is crucial for safeguarding the Non-classified Internet Protocol Router Network (NIPRNet) and other critical systems.
The FCI capability actively scans network traffic at key defensive points, specifically across DISA’s global Internet Access Points (IAPs) and other government-approved DoD IAPs. This approach is instrumental in delivering comprehensive threat analytics directly supporting warfighter security.
Comprehensive Scope and Managed Service Model
DISA structured the potential award as a firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract, featuring a one-year base period and four option years. The agency expects this arrangement to provide continuous modernization and predictable costs.
Under this managed service agreement, By Light Professional IT Services assumes full responsibility for all required components. This extensive scope includes procuring, delivering, installing, and configuring the FCI solution, as well as providing continuous sustainment.
Critically, the contractor manages all lifecycle replacement costs, technical refreshes, operating system updates, and break-fix actions for the FCI hardware and software components, ensuring the system remains current and highly effective against rapidly evolving cyber threats. The DoD Full Content Inspection service provides a decisive layer of defense against sophisticated adversaries.
