General Dynamics Electric Boat (GDEB) secured a significant contract modification valued at $2.28 billion from the Naval Sea Systems Command (NAVSEA). This substantial award advances procurement and early construction efforts for additional hulls within the critical Columbia-class Submarine Program, the U.S. Navy’s top acquisition priority.
This modification specifically drives work on future hulls, designated SSBN 828 through SSBN 832, ensuring the U.S. maintains its continuous at-sea strategic deterrent capability. The award builds on GDEB’s long-standing role as the lead designer and shipbuilder for the program, which is successfully modernizing the nation’s nuclear fleet.
Program Funding and Scope
The $2.28 billion cost-only modification provides essential capital for advancing construction efforts and procuring long lead-time materials. The Navy anticipates that the funding will be formally obligated once it becomes available, primarily through the Fiscal Year 2026 National Sea-Based Deterrence Fund, with supplementary funds from other Navy procurement accounts.
GDEB carries out the extensive manufacturing work across key facilities, including Groton, Connecticut; Newport News, Virginia; and Quonset Point, Rhode Island. The defense contractor projects completing the work covered by this modification by December 2031.
Strategic Deterrence Priority
The Columbia-class Submarine Program represents the next generation of the U.S. sea-based nuclear deterrent, designed to replace the aging Ohio-class fleet. Maintaining the schedule for this class is non-negotiable for the Navy, as avoiding a gap in deterrence capability remains paramount.
The new submarines feature a life-of-the-ship reactor that eliminates the need for mid-service refueling and incorporate modern stealth technologies, ensuring the vessels can conduct deterrent patrols for over four decades.
