Huntington Ingalls Industries’ (HII) Newport News Shipbuilding (NNS) division appointed Tim Taylor as Vice President of Engineering, Technology, and Design, effective January 1, 2026. Taylor, a U.S. Navy veteran, brings nearly three decades of shipyard experience directly to the critical leadership role.
Taylor currently serves as the director of nuclear test engineering at NNS. Throughout his distinguished career, he drove vital operations, including work control, submarine ship safety, and sea trial coordination.
He assumes the combined, expanded role following the retirements of two veteran leaders: Dave Bolcar, the former Vice President of Engineering and Design, and Brian Fields, the former Vice President and Chief Technology Officer (CTO).
NNS President Kari Wilkinson endorsed the appointment, confirming Taylor’s extensive waterfront operations expertise will significantly support the company’s strategic initiative. The division plans to integrate advanced artificial intelligence (AI) to capture critical efficiencies across business operations in the coming year.
Bolcar, who joined NNS in 1988, previously led engineering across major programs, including submarine and aircraft carrier projects. Fields, who began his career in 1990, spearheaded the company’s transformative transition to digital shipbuilding.
NNS has now embedded the CTO function within the engineering and design team to ensure a sharper focus on both waterfront support and technology integration under Taylor’s leadership.
