Parsons Corporation has named John Martinez as the company’s next Chief Legal Officer, effective February 16, 2026. Martinez will succeed Mike Kolloway, who recently announced his intention to retire during the second quarter of 2026. This transition marks a significant leadership change for the global technology and engineering firm as it continues to expand its footprint in national security and critical infrastructure.
Extensive Legal and Intelligence Background
Martinez joins the organization with more than 25 years of experience in high-stakes legal environments. Most recently, he served as the Chief Legal Officer and corporate secretary for Maximus, where he oversaw legal affairs and corporate governance. His extensive resume also includes a tenure as Vice President and General Counsel for GE Aerospace and multiple leadership roles within Raytheon Technologies subsidiaries.
Beyond the private sector, Martinez brings deep insights from the public sector. He previously held senior executive positions within the U.S. Intelligence Community, serving with the Office of the Director of National Intelligence and the Central Intelligence Agency. He began his career as an assistant district attorney in Manhattan and a litigator at Greenberg Traurig.
Continuing a Legacy of Ethics and Growth
Mike Kolloway, the outgoing Chief Legal Officer, joined the firm in 2016 and took the helm of the legal department in 2017. During his tenure, Kolloway played a pivotal role in the company’s initial public offering (IPO) and helped the organization achieve recognition as one of the World’s Most Ethical Companies by Ethisphere for 16 consecutive years.
To ensure a seamless transition, Kolloway will remain with the company in an advisory capacity until his official retirement. The leadership team noted that Martinez’s mission-focused approach and experience with public companies will be central to the continued success of the legal, contracts, and ethics organizations.
