Science Applications International Corp. (SAIC) wins the significant $1.4 billion Collaborative Operations for Battlespace Resilient Architecture (COBRA CJADC2) task order to support the Department of War (DoW). This five-year award positions SAIC to accelerate the development and deployment of next-generation, multi-domain warfighting technologies. The company will leverage its proven expertise in command and control (C2) and commercial solutions to fast-track innovation directly from concept to combat readiness.
Accelerating Decision Superiority
The core objective of the COBRA program is to modernize systems across the vast Combined Joint All-Domain Command and Control (CJADC2 ecosystem). SAIC gives military commands, such as U.S. Indo-Pacific Command, the flexibility to upgrade existing platforms and integrate new capabilities seamlessly. This centralized vehicle enables combatant commands to prototype technological solutions rapidly and push them into military exercises for immediate evaluation and subsequent refinement based on mission needs.
SAIC’s Executive Vice President of Air Force and Combatant Commands Business Group, Vincent DiFronzo, stated that the program highlights the urgent need to deliver integrated, all-domain capabilities to warfighters. The company will use its speed and flexibility to fast-track technologies, rigorously executing the task to deliver next-generation capabilities that accelerate decision superiority, strengthen readiness, and enhance lethality.
Open Architecture and Mission Integration
As a trusted mission integrator, SAIC designs the solution to utilize open, “plug and play” architectures, proactively avoiding vendor lock and ensuring maximum interoperability. The company commits to securely integrating all-domain data—spanning sea, land, air, space, and cyber—to enhance global combat effects and support urgent operational requirements.
The extensive scope of work encompasses sophisticated efforts including digital engineering, modeling and simulation, rapid prototyping, and new system development specifically for the COBRA CJADC2 environment. The task order also includes critical supporting activities such as Quick-Reaction Capabilities (QRCs), robust testing and evaluation, data analytics, cybersecurity enhancements, and the modernization of unmanned systems.
This $1.4 billion award underscores the high importance the Department of War places on technology-enabled decision superiority for America’s warfighters, demonstrating SAIC’s role in accelerating capabilities at the speed of mission need.
