Xcelerate Solutions, a defense and national security firm, significantly bolstered its Xcelerate executive team by welcoming three senior executives. These strategic appointments—Terry Emmert, Steve Cubarney, and Jean Francois “Boodi” Blanc—reinforce the company’s commitment to strategic direction and aggressive growth within the government sector.
New Leadership Drives Strategic Growth
Terry Emmert assumes the role of Senior Vice President of Strategy, where he will oversee corporate strategy, growth initiatives, client relationships, and investment evaluation. Emmert brings extensive public sector experience, including nearly 14 years serving the Department of Defense (DoD) in various roles, such as the principal deputy chief technology officer for mission capabilities.
Before joining Xcelerate, he directed the Adaptive Capabilities Office at the Defense Advanced Research Projects Agency (DARPA). His background also includes 11 years in the U.S. Navy, where he served as acting secretary.
Steve Cubarney joins as Executive Vice President of Sales, focusing on driving profitable growth through comprehensive business development, capture management, and proposal strategy. Cubarney previously served as a partner in the defense and security segment at Guidehouse and held senior roles at PwC, Berico Technologies, IBM, and Accenture. His deep experience in profit and loss management and strategy will be instrumental in expanding Xcelerate’s market presence.
Expanding Expertise and Technology Offerings
Jean Francois “Boodi” Blanc was appointed Executive Vice President of Strategic Growth. He will focus on strategic capture, key partnerships, and advancing the firm’s technology offerings. Blanc previously served as Chief Strategy Officer at SDV International and Chief Growth Officer at Akima. Earlier in his career, Blanc led the federal sales team for IBM and held a nuclear engineering position at the Norfolk Naval Shipyard.
As the Executive Vice President of Strategic Growth, Blanc will oversee strategic capture, partnerships, and technology offerings, adding another layer of expertise to the Xcelerate executive team.
Mark Drever, CEO of Xcelerate, affirmed that these strategic hires represent a critical milestone in the company’s transformation.
